At the heart of the Tanglang Mountains, Shenzhen, 14 leading international academics of the world’s top universities from the United States, the United Kingdom, Singapore, Australia, South Korea, the Chinese mainland and Hong Kong, have joined together to form a think tank for the development of SUSTech into a world-class university.
On October 16, 2017 the SUSTech International Advisory Council (IAC) held the first Council meeting on the campus. During the following two days’ meeting, IAC members gathered to provide constructive suggestions to guide SUSTech in realizing its strategic objectives and provide assistance and support to its development.
Great importance has been attached to the event by the Guangdong Provincial Government and the Shenzhen Municipal Government. Vice Governor of Guangdong Province Ningsheng Huang arrived in Shenzhen and met with members of the International Advisory Council (IAC). What's more, Mayor of Shenzhen Rugui Chen sent a congratulatory message to the the council. Vice Mayor of Shenzhen Zimin Gao and Deputy Director of Guangdong Province Education Bureau Feng Xing were among the participants of the meeting.
The IAC includes the following founding members: Henry T. Yang, Chancellor of the University of California at Santa Barbara, Xinhe Bao, President of the University of Science and Technology of China, Tony F. Chan, President of the Hong Kong University of Science and Technology, Lino Guzzella, President of the ETH Zurich, David W. Leebron, President of Rice University, Peter Høj, President of the University of Queensland, Jianhua Lin, President of Peking University, David Richardson, President of the University of East Anglia, Louise Richardson, Vice-Chancellor of the University of Oxford, Mark S. Schlissel, President of the University of Michigan, Choon Fong Shih, Professor of the National University of Singapore, Sung-Chul Shin, President of Korea Advanced Institute of Science and Technology, Samuel L. Stanley Jr., President of Stony Brook University New York, and Eng Chye Tan, President Designate of the National University of Singapore.
They have all made great achievements in the international academic and educational circles, have rich experience in running world-class universities, and have high prestige and influence in the global higher education sector. They lead universities that are among the top tier of the Times Higher Education World University Rankings 2018 Top 100, including University of Oxford which is ranked No.1. Henry T. The meeting site
The IAC members present at the meeting included Henry T. Yang, Xinhe Bao, Tony F. Chan, Peter Høj, David W. Leebron, David Richardson, Choon Fong Shih, Sung-Chul Shin, Samuel L. Stanley Jr., Eng Chye Tan, as well as SUSTech University Council Chairperson Yurong Guo, SUSTech President Shiyi Chen, and other executive leaders of the University. The Deputy Secretary-General of Shenzhen Municipal Government Jiachen Liu and Deputy Director of Shenzhen Education Bureau Jianlin Xu were also present.
When meeting members of the International Advisory Council (IAC) of SUSTech, Ningsheng Huang said that SUSTech is an experimental university and has made remarkable achievements in recent years. The Guangdong Provincial Government attaches importance to and supports the construction and development of SUSTech and other high-level universities. He hopes excellent university leaders will advise on the economic development of Guangdong, and carry out more science, technology and education cooperation in Shenzhen and Guangdong.

SUSTech President Shiyi Chen expressed his sincere welcome to the leaders and sincerely thanked the Guangdong Provincial Government and the Shenzhen Municipal Government for their strong support to SUSTech. He said that the IAC members will advise SUSTech on development and strategies to accomplish its goal of becoming a world-class university.

Vice Mayor of Shenzhen Zimin Gao took to the podium and delivered to the audience the congratulatory letter from Shenzhen Mayor Rugui Chen. In the letter, Mayor Chen said that China is coordinating national resources to move forward the development of world-class universities and first-class disciplines, and Shenzhen has been accelerating the establishment of international innovation centers for science, technology and industry, two circumstances which present SUSTech with unprecedented opportunities. The IAC is composed of world-renowned university leaders who are widely respected, and influential and have a deep understanding of higher education development in the world. They form the ultimate think tank to support the development of SUSTech. It is also a major step for the University in the exploration of a modern university system with Chinese characteristics. It is hoped that with the establishment of SUSTech’s IAC, the University can further strengthen international cooperation, and lead further reforms and innovation, and be a trailblazer for China's higher education. He underlined that the Shenzhen municipal government will, as always, fully support the development of SUSTech, and do everything in its power to help it become a world-class research university in a foreseeable future.

Deputy Director of Guangdong Province Education Bureau Feng Xing then took over to speak at the meeting. He said that the Guangdong Provincial Department of Education praised SUSTech for its phenomenal achievements, and that there were very high expectations for its future development. He went on to say that SUSTech is ideally situated in the Shenzhen Special Economic Zone, home to many talents from China and overseas. He hoped that SUSTech would comply with the deployment requirements of the Ministry of Education, the Guangdong Provincial government and the Shenzhen municipal government, seize the opportunity, profoundly understand and accurately grasp the connotation of innovation-driven development, closely center its attention on the fundamental task of strengthening moral education and cultivating people, and promoting scientific and technological progress. He also underlined his desire to see SUSTech establish and strengthen a modern university system, and vigorously promote the work of the University to improve the overall level of education as well as the local economic and social development. He reiterated once more that the Guangdong provincial Department of Education would continue to support SUSTech in its development.

The meeting of the SUSTech IAC was presided over by the IAC Chair Henry T. Yang under the auspices of the Council through the International Advisory Council Charter.
SUSTech President Chen then took over to discuss the "Status of SUSTech" and introduce to the guests the University’s mission and goals, challenges, opportunities and strategies. He said that SUSTech was using the excellent geographical advantages of Shenzhen, where many high-tech enterprises have established their headquarters, and that he wanted SUSTech to be a driving force for Shenzhen, Guangdong Province and even the whole of China to promote an innovative entrepreneurial spirit and sense of social responsibility through the training of comprehensive talents. He also underlined the importance of exploring the characteristics of China's higher education model and reforms. Chen then briefed the guests about the student systems, including the "Credit System, Academic Advising System And Residential Colleges", and the opportunities and challenges faced by SUSTech. The experts listened carefully and discussed each topic in depth, asking questions and providing valuable insight based on their experience.
SUSTech Vice President and Provost Chuanyue Wu, Dean of the Research Institute of Science and Technology University and Director of the Scientific Research and Planning Office Yusheng Zhao, Vice President of Research and Dean of the Graduate School Tao Tang, Associate Vice President and Chief Operating Officer Chun Lu, and the Dean of College Ke Liu gave six reports to the IAC members on the current situation and outlook for development at SUSTech respectively on undergraduate education, faculty affairs and graduate education, overview of research, global development, entrepreneurship: education and practice..

At PM 2:00 on the same day, SUSTech undergraduate students got a chance to meet the IAC members face to face at the Zhiren Residential College. They learned about students' future aspirations, academic planning, personality development, community experience, course time and international students' adaptation in the SUSTech. During the talks, IAC members asked a lot of detailed problems about the development of SUSTech. Meanwhile, students were also actively interacting with the IAC members during the exchange.
Then, the IAC members visited the university's Pico Center, where Professor Jiaqing He, Head of the Department of Physics, gave a presentation on the latest cutting-edge equipment and status of the center's scientific research progress.

According to the Article Twenty-nine, Chapter Three of The Shenzhen Government Ordinance for the Southern University of Science and Technology (2011) , the Ordinance provides that “SUSTech shall form an Advisory Council as the advisory organ of the University with the responsibility to provide suggestions to the University on major areas of interests to the University development. The Advisory Council shall be made of domestically and internationally renowned experts, scholars, senior executives and industrial leaders, and their appointment shall be made by the President. ”
SUSTech's IAC is a top-level international think tank, and forms a key link for the comprehensive development of the University and its internationalization process. The panel will provide forward-looking recommendations on the strategic development of SUSTech and provide an international reference program for its plans to face the current challenges. The council has a key role to play in the development of SUSTech to the next level of higher education, and will contribute significantly to its international reputation and influence.
